Missouri Secretary of State Robin Carnahan’s office is doing a very good thing for some victims of domestic violence, rape, stalking, and other crimes. Her office is administering a program that allows such victims to have their mail — first class mail, certified mail, and court documents — forwarded to them through a substitute address in Ms. Carnahan’s office; and to use the substitute address on government records and public filings.

Last year alone, the Missouri Highway Patrol reported more than 40,000 incidents of domestic violence in the state — some of them here. Ms. Carnahan’s Safe At Home Address Confidentiality Program is an ingenious and useful way to keep people safer — and their assailants uninformed.
