Missouri Secretary of State Robin Carnahan’s office is doing a very good thing for some victims of domestic violence, rape, stalking, and other crimes. Her office is administering a program that allows such victims to have their mail — first class mail, certified mail, and court documents — forwarded to them through a substitute address in Ms. Carnahan’s office; and to use the substitute address on government records and public filings.
Last year alone, the Missouri Highway Patrol reported more than 40,000 incidents of domestic violence in the state some of them here. Ms. Carnahan’s Safe At Home Address Confidentiality Program is an ingenious and useful way to keep people safer — and their assailants uninformed.
