One of the most unlikely things I’ve read recently about the promotions of new captains and battalion chiefs for the St. Louis Fire Department is that Chief Sherman George isn’t able to find 30 qualified firefighters on the promotions list of 60 eligible firefighters.

I don’t see how that could be.

More than thirty St. Louis firefighters are currently serving as acting captains and battalion chiefs in firehouses and on fire equipment ("riding out of title") throughout the City — and have been for quite a while. If Chief George and the command staff think that these firefighters, many or all of whom are also on the promotions list, are qualified to do the job on an acting basis — why not promote them formally? And if the issue isn’t really their competence, why not say what it really is?
