Today, I signed Executive Order (No. 46) which will extend the City's own workforce goals for public projects to private projects that also use tax increment financing. My Order will require developers of large projects that use TIF to employ minorities and women among their workers, and to include city residents and those enrolled in apprenticeship programs.
The Order uses the goals already in place for public works projects, and they will remain in effect until the City completes a disparity study next summer. (A disparity study measures existing workforce capacity and utilization.) New goals will be based on the disparity study.
This Order is another and important step to ensure that the City's movement forward - revitalizing and building - brings along ALL of us. I will next ask St. Louis aldermen to consider legislation to include projects that get other kinds of City subsidies. In addition, I will be encouraging leaders in the private sector and in the suburbs to join us in this important effort.
The best social service program and the best anti-crime program is a job. Everybody knows that.
