The American Recovery and Reinvestment Act of 2009 (ARRA) is a significant public investment in the face of a nearly unprecedented national economic crisis. It is designed to preserve and create jobs, provide help now for people whose lives have been disrupted, and in the long term lay the foundation for a robust economy by improving public schools, modernizing health care and infrastructure, and investing in new clean energy technologies.
It is also a very complex patchwork of programs, sources of funds, dispersing agencies, regulations, and timetables.
