The American Recovery and Reinvestment Act of 2009 (ARRA) is a significant public investment in the face of a nearly unprecedented national economic crisis. It is designed to preserve and create jobs, provide help now for people whose lives have been disrupted, and — in the long term — lay the foundation for a robust economy by improving public schools, modernizing health care and infrastructure, and investing in new clean energy technologies.

It is also a very complex patchwork of programs, sources of funds, dispersing agencies, regulations, and timetables.
